HERITAGE IMPACT STATEMENTS

Do You Need a Heritage Impact Statement?

A Heritage Impact Statement is commonly required where proposed development may affect a heritage-listed property, a building within a Heritage Conservation Area or the setting of a nearby heritage item.

The purpose of the report is not simply to describe the history of the property. A well-prepared Heritage Impact Statement considers the significance of the place, assesses how the proposed works may affect that significance and provides a clear planning justification for why the development represents an appropriate heritage outcome.

This can be particularly important for alterations and additions, where contemporary changes need to be balanced against the retention of significant building fabric, streetscape character and the relationship of the property with its surrounding heritage context.

At Town Planning Collective, we prepare practical, development-focused Heritage Impact Statements that are designed to support the approval process. Our combined heritage and town planning experience allows us to consider not only the heritage significance of the property, but also how the proposed development will be assessed by Council.

Where appropriate, we can also provide advice during the design process to help identify potential heritage issues early and recommend changes that may strengthen the proposal before the Development Application is lodged.

PORT MACQUARIE-HASTINGS HERITAGE SPOTLIGHT

Tacking Point Lighthouse
Guiding Ships Along the Mid North Coast for More Than a Century

Standing on the dramatic headland overlooking the Pacific Ocean, Tacking Point Lighthouse is one of Port Macquarie-Hastings’ most recognisable heritage landmarks and one of Australia’s oldest continuously operating lighthouses. Designed by renowned Colonial Architect James Barnet and first illuminated in 1879, the lighthouse was constructed to improve maritime safety along the New South Wales coast and has guided ships safely past the Hastings River entrance for well over a century. Today, it remains an active navigational aid while welcoming thousands of visitors who come to experience its remarkable history and spectacular coastal setting.

Why Is It Significant?

Tacking Point Lighthouse is significant for its historical, architectural and maritime values. It is one of a small group of North Coast lighthouses designed by James Barnet and is recognised for its outstanding contribution to coastal navigation in New South Wales. The lighthouse, together with the archaeological remains of the original keeper’s cottage and its commanding position on the headland, provides a rare insight into the operation of nineteenth-century lighthouse stations. The site is also recognised for its cultural significance to the Birpai people.

More Than Just a Lighthouse

For generations of locals and visitors, Tacking Point Lighthouse has become much more than a navigational beacon. It is one of the Mid North Coast’s premier whale-watching locations, a favourite destination for sunrise walks and photography, and the highlight of the spectacular coastal walk overlooking Lighthouse Beach. It remains one of the defining landmarks of the Port Macquarie-Hastings region, connecting people with both the coastline and the area’s maritime history.

Heritage In Action

Tacking Point Lighthouse demonstrates how heritage places can continue to serve their original purpose while becoming valued community destinations. Through ongoing conservation, careful management and continued operation, the lighthouse remains an active part of Australia’s maritime network while preserving one of the Mid North Coast’s most significant heritage sites. It stands as an outstanding example of how heritage conservation protects both important historic structures and the extraordinary landscapes that surround them
